In 2014 at the age of 6, My Oldest Son Alexander would always ask me, "Daddy why do the shows not feature Brown/Chocolate people?" The Cartoons, and Kid Shows are what he was referring to. He had a little buddy down the street that was Bilingual in English and Spanish, and they also were in the same class. He questioned why the shows didn't feature many Characters that represented his friend either.

I told him about Hong Kong Phooey, Fat Albert, and Scooby Doo when I was growing up, and how they were the only shows that were relatable to my older brother and I, in reference to race. (Although Scooby Doo had White Human Characters, we knew that the Dog, "Scooby Doo" was made in the likeness of our race.) 

I told him that one day that I would create a Network that featured Kid/Teen Shows centered around Brown/Chocolate People, and People that Spoke Spanish. Well here we are...

It's not a channel that's an app, or has it's own membership sign up or the like, but below are shows that feature Chocolate People and Bilingual/Spanish Speaking People.
